Wareham Sewer Board Advances Narrows Project, Studies New EDU Billing
Water · Meeting of June 11, 2026
Wareham sewer board advances $27 million Narrows project, drafts bedroom-based billing overhaul. The Board of Sewer Commissioners heard from engineer Russ Kleekamp of Environmental Design and Research that the town will seek 0% State Revolving Fund financing for the Narrows force main project, with a funding decision expected around January 2027 and bidding pushed to fall 2027. Commissioner Bob Scanlon presented a revenue-neutral EDU billing overhaul shifting from a flat per-house rate to a bedroom-based formula, benefiting the 41% of residential parcels with one or two bedrooms while raising costs for the 17% with four or more.
Commissioner Jim Giberti pushed back on time spent chasing unconnected properties in Rose Point and Parkwood, calling it "washing windows on the Titanic," while Scanlon called the sewer system "a billion-dollar infrastructure that most everyone takes for granted." Scanlon separately pegged the town's 20-year nitrogen-reduction plan at roughly $596 million in 2024 dollars.
