Wareham's Board of Sewer Commissioners approved a $106,504.87 change order for its wastewater treatment plant upgrade and cleared emergency pump purchases to fix a stalled odor-control system. Commissioners voted 4-0 to approve Change Order No. 5 for the $27,749,677 WPCF Phase 2 project, presented by GHD's Sarah Greenberg, bringing the project to roughly 11.2 percent, or $3.1 million, over its original bid. The board also approved $25,250 for Liberty Pump condensate pumps and $48,706 for Zima brushes to address odor complaints near the plant, pending ratification.
Separately, commissioners heard competing pitches from Waterworth, offering an $8,900-a-year rate-modeling subscription, and engineering firm Woodard & Curran, which outlined low-interest financing options for the town's wastewater plan, estimated by one commissioner at "$598 million over 20 years." One commissioner called the current flat-rate sewer billing structure "pretty much an inequitable rate in town," and another said the town has "been flying by the seat of its pants" on wastewater planning "for 50 years."
